1. Establish decision ownership

  • Name executive sponsor, product owner, payroll owner, scheduling owner, security owner, integration owner, and support owner.
  • Define which decisions are enterprise standards and which can vary by location.
  • Create a decision log with owner, deadline, evidence, and downstream impact.

2. Stabilize foundational data

  • Approve business structure, jobs, locations, labor categories, and employee identifiers.
  • Identify system of record for employee, organization, schedule, and pay-rule data.
  • Profile missing, duplicate, inactive, and future-dated records before migration.

3. Design access intentionally

  • Define employee, manager, scheduler, payroll, HR, leave, and administrator personas.
  • Map Function, Display, People, and Data Access Profiles for each persona.
  • Build test users for every standard persona and exceptional role.

4. Convert policy into testable rules

  • Document rounding, grace, deductions, overtime, breaks, attendance, accruals, and leave behavior using examples.
  • Resolve policy conflicts before configuration.
  • Define expected totals for boundary cases.

5. Build end-to-end testing

  • Test hire, transfer, termination, punch, schedule, paycode, request, approval, sign-off, correction, and reporting workflows.
  • Include mobile, web, clock, and integration channels.
  • Require payroll parallel validation and manager usability testing.

6. Prepare adoption and support

  • Create role-based quick guides and escalation paths.
  • Measure readiness by completion and demonstrated ability, not attendance alone.
  • Set launch support hours, triage categories, severity levels, and defect ownership.

Go/no-go standard

Do not proceed when payroll-critical rules, security, employee population, or integration reconciliation remain unvalidated. Every open item needs a named risk owner, workaround, and closure date.
